Clearwater took the brunt of two storms

During Hurricane Helene in September 2024, the Clearwater Beach tide gauge hit 6.67 feet above normal high tide. The same station logged one of the lowest air pressures in the region. Businesses a block from the beach were left cleaning out sand and storm water. One hotel had four feet of sand and shells in its pool.

Two weeks later, Hurricane Milton hit. The Clearwater Beach station recorded sustained winds of about 75 mph and a gust of about 90 mph. That was the second-highest sustained land wind in the whole Tampa Bay weather report.

Many Clearwater roofs took surge, then wind, inside one month. Damage from the first storm can hide damage from the second.

The buildings in Clearwater

Clearwater Beach hotels and shops

Resorts, motels, restaurants and shops on a barrier island. Salt spray, strong wind and surge all hit here first.

The US 19 corridor

Strip centers, offices and big stores line US 19. Countryside Mall opened on September 8, 1975, as Pinellas County's regional mall. In 2012 the city wrote a plan to revive the corridor. Later it swapped 12 zoning districts for one, covering about 4,000 parcels. Many of these buildings carry roofs that have been patched and recovered more than once.

Industrial and flex parks

Small warehouses and flex buildings sit near Belcher Road, Hercules Avenue and US 19, and near the Bayside Bridge. These often have metal or single-ply roofs with lots of rooftop units.

Downtown Clearwater

Older offices and shops with flat roofs and tall edge walls.

What goes wrong most often here

Salt damage at the beach

Metal roofs, fasteners, edge metal and rooftop units rust faster near the Gulf. Rust at a fastener lets wind get under the roof.

Edges lifting in the wind

Wind pulls up hardest at roof edges and corners. A loose edge can peel back a whole section.

Tired roofs on older plazas

Older strip center roofs may have several layers and many patches. Water runs under the top layer and comes out far from the real leak.

Leaks around rooftop units

Big AC units on retail roofs sit on curbs. The flashing around those curbs cracks in the sun and leaks.

Code rules that apply in Clearwater

Clearwater is not in the High-Velocity Hurricane Zone. That zone covers only Miami-Dade and Broward. Clearwater follows the regular Florida Building Code, and the 8th Edition took effect on December 31, 2023.

Pinellas County's code amendment sets 145 mph as the design wind speed for a typical building. The roof system must carry a Florida product approval for that load.

Florida's 25 percent rule matters for older plazas. If the roof was built to the 2007 Florida Building Code or later, only the part being fixed must meet current code. Older roofs can be held to a stricter rule.

Getting a crew to Clearwater

Downtown Clearwater is about 20 miles west of the Tampa airport across the Courtney Campbell Causeway. Most trips take 30 to 40 minutes outside rush hour. Clearwater Beach adds a few minutes over the Memorial Causeway. You get a call back and a set visit time the same day you call.

Frequently asked questions

How long does it take to get from Tampa to Clearwater?

Downtown Clearwater is about 20 miles west of Tampa International Airport across the Courtney Campbell Causeway. Most trips take 30 to 40 minutes outside rush hour. Clearwater Beach adds a few more minutes over the Memorial Causeway. You get a call back and a set visit time the same day you call.

What wind speed does a Clearwater roof have to meet?

Pinellas County's code amendment sets 145 mph as the design wind speed for a typical building, called Risk Category II. Hospitals, schools and shelters are held to higher speeds. Clearwater is not in the High-Velocity Hurricane Zone, which covers only Miami-Dade and Broward.

My building on Clearwater Beach took water in Helene. Is the roof part of that claim?

It may be. Surge water and wind damage are often handled under different policies. Get the roof checked and photographed now, even if the leak seems small. Keep the dates of Helene and Milton in your notes, since they came two weeks apart.

Should I coat or replace the roof on an older US 19 plaza?

It depends on what is under the surface. If the insulation is mostly dry and the deck is sound, a coating or recover can buy years at a lower price. If moisture is spread across the roof, replacement usually wins. A moisture scan answers this.

Do I need a permit for a roof repair in Clearwater?

Most reroofs and many repairs need a building permit. The licensed roofing contractor normally pulls it. Ask to see the permit number before work starts.
